How much does travel agency software cost? Per seat, flat or per passenger

Short answer: on the entry plans of Axus, Tern and Travefy, itinerary software costs a small agency about $329 to $468 a year for one user and $900 to $987 for a team of three. Flat-priced tools charge one amount for the agency whatever the headcount. Passenger-based tools start higher and suit operators with large volumes.

The price of travel agency software depends less on the sticker figure than on how it is counted: per person on your team, per agency, or per passenger you send. The same tool can be the cheapest option for a solo advisor and one of the most expensive for a team of ten. This guide puts the listed prices side by side for 1, 3 and 10 users and explains what each pricing model means for a small agency.

A disclosure first: we make Viaondo, one of the tools in the table. Every other price comes from the vendor’s own pricing page, linked below with the date we checked it.

What does travel agency software cost for 1, 3 and 10 users?

The table shows a year of each tool’s entry plan for agencies, in US dollars, as listed on the vendor’s site on the date shown. Where a vendor lists an annual rate, the table uses it; Wetu and Safari Portal are shown at 12 times the monthly price.

Tool How it is priced 1 user 3 users 10 users Checked on
Viaondo (ours) Flat, per agency $500 $500 $500 Our own price
Axus Per seat $329 $987 $3,290 25 September 2026
TravelJoy Pro Plan plus team members $384 $744 $2,004 25 September 2026
Tern Per seat $420 $900 $3,000 25 September 2026
Travefy Core Per user $468 $948 $2,628 24 September 2026
Wetu Lite Per user $900 $1,740 $4,680 25 September 2026
Safari Portal Users included, then per user $3,588 $4,788 $8,988 25 September 2026

How each figure was worked out:

Two tools in Europe price in euros, so they are not in the table. MOGU listed Business at €65 a month plus VAT, with licenses included and €29 a month for each extra license. Vamoos starts at €283 a month plus VAT for up to 500 passengers a year.

Per seat, flat or per passenger: the three pricing models

Per seat (per user)

You pay for each person who signs in. Axus, Tern, Travefy and Wetu work this way, and TravelJoy charges for team members on top of the plan.

  • Good for: a solo advisor or a pair. One seat is the lowest entry price in the table.
  • Watch out for: every hire and every part-timer raises the bill. Some agencies end up sharing one account to save a seat, which mixes up who changed what in a trip.

Flat price per agency

You pay one price for the agency, whatever the number of people or trips. Viaondo is priced this way: US$500 a year for the whole team, with unlimited trips and travelers and fair use on AI document imports.

  • Good for: agencies of two or more, and agencies with seasonal staff, because adding a colleague costs nothing.
  • Watch out for: a flat-priced tool is not cheaper for one person. In our table, a solo advisor pays less with Axus, TravelJoy, Tern or Travefy, if those tools fit the work.

Per passenger or per trip

You pay by volume: passengers carried a year, or trips created. Vamoos prices by annual passenger volume in six tiers, starting at €283 a month plus VAT for up to 500 passengers. TravelJoy Starter, at $19 a month, caps you at 12 trips a year.

  • Good for: tour operators who move many passengers and want a store app with messaging.
  • Watch out for: the cost moves with your sales, and a small agency pays for a band of volume it may not use. Ask how passengers are counted (each traveler or each booking) and what happens when you pass a tier.

What the price table does not show

A cheaper line in the table is not always the cheaper tool for you. Four things change the comparison:

  1. What is included. Travefy, Tern and TravelJoy include a CRM and invoicing; Safari Portal adds e-signatures and payments; Wetu has a shared supplier content library. Viaondo does one job: it builds the trip and sends it to clients as an app with your brand that works offline. It has no CRM, invoicing or payments.
  2. The client app and your brand. The app your clients use often sits outside the base price. Travefy quotes a branded app on request; Axus offers your own store app on request with no public price; MOGU listed its branded app at €3,000 the first year plus €1,500 a year. In Viaondo your logo, colors and contact details come with the plan.
  3. Tax. Viaondo, Wetu, Safari Portal, MOGU and Vamoos all list prices before VAT or other taxes; Viaondo adds VAT where it applies.
  4. Trials and billing. Annual billing usually saves about one or two months. Trials ranged from 7 to 14 days among the tools we checked.

One more check sits outside the price table: where your clients’ passports and bookings are stored, and whether you can sign a data processing agreement. Our guide to client passports in itinerary software compares what nine tools publish about it.

How to compare quotes for your agency

Write down your numbers before you open any pricing page:

  • How many people will sign in, now and in high season?
  • How many trips and travelers do you handle a year?
  • Do you already have a CRM and an invoicing tool, or do you need them in the same product?
  • Do clients need a branded app, and is it included or quoted separately?

Then work out the yearly total for your headcount on each tool, with tax, and set it against what you would stop paying for elsewhere. Our guide to itinerary software for small agencies compares the same tools on features, and each tool linked above has a side-by-side comparison with Viaondo.

How this guide was checked. Every price comes from the vendor’s pricing page, checked on the date in the table and listed under Sources; vendors change prices, so check the page before you buy. We make Viaondo and have tried to present the other tools fairly.

To see what one flat price covers, read the pricing page or look at the itinerary builder your team would use.

Frequently asked questions

What is the cheapest travel agency software for a solo advisor?
Of the tools we checked, Axus ($329 a year per seat) and TravelJoy Pro ($32 a month billed annually) listed the lowest prices for one user in September 2026. TravelJoy Starter is $19 a month but limited to 12 trips a year, and MOGU has a free plan with 5 proposals and 1 license. Viaondo is US$500 a year for the agency.
Is per-seat or flat pricing better for a small agency?
It depends on headcount. For one person, the per-seat plans in our table cost less than Viaondo’s US$500 a year. From two people, every per-seat plan in the table costs more than that flat price. Compare what each tool includes before you compare the totals.
Do these prices include VAT or sales tax?
Viaondo’s price excludes VAT, which is added where it applies. Wetu lists its prices excluding VAT, Safari Portal adds applicable taxes, and MOGU and Vamoos add VAT. For the other tools, check at checkout whether tax is added in your country.
What does a branded app for travelers cost?
It varies more than the base price. Travefy quotes a branded app on request, Axus offers your own store app on request with no public price, and MOGU listed its branded Pocket Trip app at €3,000 the first year plus €1,500 a year. Viaondo includes your logo, colors and contact details in every plan.
